Legal Basis

Commonwealth Act No. 502, as amended by Article IV, Section 15 of Republic Act 537 (the Revised Charter of Quezon City) which states that there shall be a city secretary who shall be appointed by the President of the Philippines with the consent of the Commission on Appointments and shall hold office at the pleasure of the President; and


Republic Act No. 7160, otherwise known as the “Local Government Code of 1991” which provides that There shall be in each city a mayor, a vice-mayor, sangguniang panlungsod members, a SECRETARY TO THE SANGGUNIANG PANLUNGSOD, a city treasurer, a city assessor, a city accountant, a city budget officer, a city planning and development coordinator, a city engineer, a city health officer, a city civil registrar, a city administrator, a city legal officer, a city veterinarian, a city social welfare and development officer, and a city general services officer.

OSSP envisions itself as the indispensable arm of the legislative branch of the Quezon City Government in the delivery of quality legislation that is responsive to the needs of the general public.

Function and Duties

In addition to the duties prescribed by law, the Secretary to the Sanggunian shall perform the following functions and duties, to wit:

  • Attend all sessions and committee meetings of the Sanggunian;
  • Receive, record and if needed, include in the Agenda, all documents, such as communications, proposed ordinances and resolutions and committee reports which are reported to the Sanggunian;   
  • Ensure that proposed measures that requires copy of Contracts, Deeds and Agreements are attached;
  • Prepare the Agenda, subject to Section 6 (C)(4), Rule III and Section 22, Rule V; and shall certify and submit the Minutes of the Sanggunian and the Committee Meetings not later than one (1) day before the next scheduled session or meeting of the approving body;  
  • Notify the members of the Sanggunian of the creation of regular, special and ad hoc committees and their appointments to such committees;   
  • Transmit to the proper committee all matters referred to it by the Council; He shall send out notices of all sessions, other meetings and public hearings;
  • Carry out or enforce or cause to be enforced orders of the Sanggunian when such functions devolve upon him;  
  • Keep a compilation in an orderly manner of all ordinances, resolutions, memorials and such other papers which have been approved by the Sanggunian, and issue copies or certified true copies thereof upon request of any member of the Sanggunian;    
  • Submit to the Presiding Officer for his/her signature all ordinances and resolutions passed by the Sanggunian within five (5) days after the Third and Final Reading or confirmation as the case may be;
  • Notify and inform the introducer/s of a certain measure that a particular resolution or ordinance containing a similar subject matter had been filed earlier or ahead and the same is under consideration of the Sangguniang Panlungsod before it is received. The said measure shall not be included in the Agenda for First Reading but shall be forwarded to the Majority Floor Leader for consideration. Those who signed the proposed measure upon filing with the Secretary to the Sanggunian shall be considered as introducer/s and those who manifest through a Motion in the committee meetings and/or sessions shall be considered as co-introducer/s;
  • Keep records of the profile of the Members of the Sangguniang Panlungsod, which shall include the trainings, seminars, legislative award/recognitions received by each member of the Sanggunian; 
  • Translate approved Ordinance/s into Filipino upon recommendation of the City Vice Mayor or, in his/her absence, upon the request of the Presiding Officer, or upon the motion of the Principal Author/s of the approved ordinance.
  • Acts as the Chairman of the Special Review Committee on Barangay Ordinances created under Resolution No.SP-29, S-92, in relation to Sec. 57 of RA 7160, the Local Government Code of 1991, which is principally tasked to determine whether barangay ordinances and executive orders submitted for review are consistent with law and existing city ordinances and submit its report to the City Council for confirmation/approval;
  • Member of the NGO/PO accreditation Committee and act as Secretary to the NGO and PO Accreditation Committee, created under Ordinance No. SP-23, S-92, pursuant and in relation to Sec. 108 of RA 7160 and Art. 64 of the IRR of RA 7160, which is particularly tasked to conduct pre-verification, review and evaluation of the applications for accreditation of civil society and private organizations, NGOs and POs, to be submitted to the committee for final review and consequent City Council approval;
  • Acts as Secretary to the Special Investigation Committee on Administrative Cases Against Elective Barangay Officials pursuant to Ordinance No. SP –798, S-99, as amended by Ordinance No. SP-805, S-1999, pursuant to section 61 (e) of RA 7160, acting as quasi-judicial body to investigate and hear complaints against any erring elective barangay officials;
  • Member of the Barangay Seal of Good Housekeeping (BSGH) Ordinance No. SP-2273,S-2014
  • Provide personnel to record the proceedings of the City Council committee’s hearings.
  • Assist the Tricycle Franchising Board – Provide stenographer to record the proceedings.
  • Undertakes the formulation, preparation, reproduction and distribution of records for the regular and special sessions of the City Council, committee meetings and public hearings conducted by the regular committees and attending to the various needs of the City Council;
  • Prepares the agenda, records and keeps the minutes and legislative journals of the proceedings of City Council’s sessions and meetings;
  • Conducts researches in aid of legislation;
  • Reviews for refinement and correction and final production of all approved legislative measures for the signature of the City Vice Mayor and the City Mayor;
  • Posts and publishes approved revenue measures and ordinances with penalty clauses;
  • Repository of all legislative records and documents officially acted upon by the City Council including all approved ordinances and resolutions and the materials and annexes forming integral parts thereof, including records of public character;
  • Provides liaising services between the City’s executive departments and offices and the City Council;
  • Records in a book kept for the purpose approved legislative measures and other records and documents forwarded to and received by the office;
  • Responds to numerous queries and requests for assistance from various sources;
  • Refers and transmits to appropriate committees proposed ordinances and resolutions and other matters of legislative character referred thereto by the City Council;
  • Furnishes copy of approved ordinances and resolutions to all concerned officials of the City, including government officials and the private sector;
  • Helps formulate plans and programs and special activities of the City Council;
  • Assists in the preparation of proposed legislative measures;
  • Acts as the information base of legislative programs and activities;
  • Provides administrative services to the City Council members, its personnel and staff;
  • As needed by other departments, act as secretariat.
  • Acted as the Secretariat of the Quezon City Disaster Risk Reduction and Management Council (QCDRRMC).
