
On October 7, 2025, the 23rd Quezon City Council, together with the Office of the Secretary to the Sangguniang Panlungsod (OSSP) and the Office of the Vice Mayor (OVM), welcomed a distinguished panel of validators for the on-site assessment of the Local Legislative Award (LLA), reaffirming Quezon Cityβs commitment to inclusive governance, innovation, and servant leadership.
The assessment was conducted in the presence of the 23rd Quezon City Council, led by Hon. Vice Mayor Gian Carlo G. Sotto, along with Majority Floor Leader Coun. Ally Medalla, Minority Floor Leader Coun. Dorothy βDorayβ A. Delarmente, Coun. Wencerom Benedict βWencyβ C. Lagumbay, Coun. Chuckie Antonio, and Coun. Bernard Herrera.

This yearβs assessment builds on the legacy of the 22nd City Council, whose legislative milestones include 1,497 measuresβcomprising 315 ordinances and 1,182 resolutionsβanchored on the Philippine Development Planβs five pillars: Human Capital Development, Economic Transformation, Infrastructure, Climate Resilience, and Good Governance.
The Local Legislative Award serves as a platform to recognize municipal Sanggunians for their exemplary performance in enacting ordinances that contribute to socio-economic and environmental development outcomes. Notably, Quezon City has held the award for three consecutive years as the National Winner in the Highly Urbanized Cities category.
