On October 27, 2025, Mayor Joy Belmonte delivered her 7th State of the City Address (SOCA) at the M.I.C.E Center, attended by Vice Mayor Gian Sotto with their families, the 23rd City Councilors, members of the House of Representatives, National Government Agencies, Barangay Officials and Sangguniang Kabataan, former officials, department heads, and other partners who continue to contribute to the success of Quezon City.

Vice Mayor Gian Sotto presented the legislative report of the 23rd Quezon City Council, proudly highlighting measures that have positively impacted various sectors of the city including business, youth, education, and institutional development.

This was followed by Mayor Joy Belmonte, who emphasized the City’s major accomplishments under her leadership in the areas of economic development, social welfare, health, education, peace and order, safety and security, housing, infrastructure, environment and climate change, institutional development, and open governance.

The Office of the Secretary to the Sangguniang Panlungsod (OSSP), led by Atty. John Thomas S. Alferos III, attended the event as the Secretariat, together with Executive Assistant Angelo De Leon, Janet Bul-lalayao, Juliet Barbosa, and the OSSP ushers and usherettes.

The SOCA showcased Quezon City’s unwavering commitment to transparency, good governance, and people-centered programs — a testament to its continuous pursuit of excellence and dedication to improving the lives of every QCitizen.
